Vehicle A/C Not Blowing Strong Enough To Blow Your Hair

Finally had time to investigate why my A/C wasn't blowing strong. Barely blowing at all. Installed blowers before, but never ran across one like this. Once I took the blower down from under the dash, I inspected up in the blower cavity and it was clean of debris.
